Film tools like CinePaint are resolution independent. There are no fixed limits to the resolution of an image.

To convert from an HD acquisition format such as Sony HDCAM to a film format (digital intermediate) such as DPX requires hardware. You would need a DDR with HD SDI input such as RaveHD from SpectSoft. That's how you get from HD tape into film tools like CinePaint and Apple Shake.

To convert from motion picture film to digital intermediate requires a scanner. When film scanning, more pixels cost more money. Don't expect a studio digital intermediate to be exactly SMPTE standard. It varies somewhat. Each studio decides at what resolution a scan looks "good enough" relative to the quality of a particular film.
